On the right of Community Choice agencies
Athena Bessa of San Diego Gas & Electric confirms the right of Community Choice agencies to avail themselves of their Public Goods Funds & run their own energy efficiency programs, independent of utilities.
She spoke at a presentation of the "Strategic Plan for Energy Efficiency 2009-2020" held at PG&E's Pacific Energy Center responding to a question by Barbara George of WEM.
